Procurement is carried out in the University at various levels i.e departments, research projects, general branch, examination, health centre, library, Engineering dept, etc. In view of the large number of procurements and Govt. of India directions, e-Procurement for Rs 2 lac and above was implemented in the University w.e.f 1st of April 2016.

In order to bring further transparency and accountability the limit of e- procurement was further brought to Rs 15000/- and above w.e.f 1st November,2016. Five hundred and seven (507) tenders were placed on CPPP portal before 31st March 2017.

Approval for placing the order in all the cases of procurements above Rs 1 lac are being processed through Finance wing. Procurement cases are scrutinized as per the General Financial Rules(GFR)/University guidelines/orders.

e-Procurement

e-Procurement System is a process of procuring the items electronically using internet. This facility drastically reduces the tendering cycle time and reduces most of the indirect costs and enhances transparency in procurement.

  • It Covers full life cycle of purchasing (indent to receipt of goods)
  • Connects buyers and suppliers through electronic exchange of Tenders, catalogs, contracts, Pos, invoices etc
  • Electronic Tendering is carrying out the traditional tendering process in an electronic form, using the internet.
Implementation

In accordance with O.M. No. 26/12/2014-PCP Dated 21-01-2015 issued by the Procurement Policy Cell, Department of Expenditure, Ministry of Finance, the University has implemented e-Procurement in respect of all procurement with an estimated value of Rs. 2,00,000/- or more from the financial year 2016-2017 vide circular No. FO/IAUS/III/314-2/2016/497 Dt/ 31.03.2016

Further, to improve transparency, promote competition and introduce better accountability, the University vide O.M. No. IAUS-III/314-2/2016/923 Dt. 31.10.2016 has implemented e-Procurement in respect of all procurement with an estimated value of above Rs. 15,000/- Now it mandatory that all procurement above Rs. 15,000/- to be processed through 'Central Public Procurement Portal' (CPPP).
